Re: Your 2015 Candidate Questionnaire

Dear Mr. Horejsi,
Thank you for your recent letter enclosing a copy of your Virginia S.A.L.T 2015 Candidate Questionnaire. As a general rule, I do not complete surveys or questionnaires sent to me by stakeholder groups, advocacy associations, and the like. Quite often I find that the questions posed in those surveys and questionnaires are written in such a way as to pre-suppose a response and I have found over the years that dialogue about matters of public policy are best addressed through good faith discussions rather than through unilateral response deliveries to questions posed.

Despite that the fact that I will not be submitting a response to your 2015 Candidate Questionnaire, I want you to know that my door is always open both during our Sessions in Richmond and during the course of the year to discuss pending and proposed legislation of interest to S.A.L.T. and its members. I write a number of letters each year such as this one to groups such as yours seeking my surveyor questionnaire response because I do not wish for my non-response to be taken as a sign of disinterest in issues that are importance to these groups or a
perception that I am not open for dialogue with them.

Very truly yours,
J. Randall Minchew
